Shannon L. Porter, Psy.D.

Dr. Porter is a licensed psychologist in Columbus, Ohio. She completed her graduate training at The Chicago School of Professional Psychology, where she was part of the inaugural graduating class of the Clinical Forensic Psychology doctoral program. She continued her specialized training in forensic assessment during her predoctoral internship at Netcare Forensic Center. She completed a postdoctoral fellowship there, after which she accepted a full-time position conducting criminal forensic evaluations. She presently serves as the Assistant Director of Forensic and Specialized Assessment Services for Netcare Access. 

Dr. Porter performs a variety of forensic assessments and has been qualified as an expert witness in numerous courts throughout Ohio. She has experience providing education and training to law enforcement, mental health professionals, educators,  and other professionals regarding psycholegal issues. She was instrumental in creating and implementing an inpatient competency restoration program at a state psychiatric hospital, and serves as a consultant to local and federal law enforcement. She is highly trained in threat assessment, and has consulted and presented on threat assessment for school districts, mental health agencies, and federal law enforcement. She has trained regional psychiatric hospitals regarding best practices in threat assessment, and serves on workgroups for the Ohio Supreme Court’s sentencing commission and a committee implementing changes associated with Senate Bill 2, which addresses competency restoration throughout Ohio.

Meredith M. Veltri, Ph.D., ABPP

Dr. Veltri is board certified in forensic psychology by the American Board of Professional Psychology. She earned a Masters and Doctorate in Clinical Psychology with a forensic emphasis from Sam Houston State University. She completed her predoctoral training at the U.S. Medical Center for Federal Prisoners, and began her career as a psychologist for the Federal Bureau of Prisons. She is the Director of Forensic and Specialized Assessment Services for Netcare Access in Columbus, Ohio.

Dr. Veltri conducts criminal forensic assessments (including competency, criminal responsibility, risk assessments, and Intervention in Lieu of Conviction), behavioral health evaluations, pre-employment assessments, evaluations regarding immigration matters (namely, extreme hardship waivers and N-648 certifications), and provides consultation on improving forensic reports and quality assurance processes. She is a member of the American Psychology-Law Society, and has been qualified as an expert witness in Ohio and in federal court. She has testified before the Ohio General Assembly regarding legislation which she proposed and helped to develop. She conducts trainings for attorneys and fellow mental health professionals across the country, and provides consultation to federal and local law enforcement in matters related to mental health and the law. She is a member of the Association of Threat Assessment Professionals and trains school districts and mental health agencies in best practices in threat assessment, and serves on a workgroup for the Ohio Supreme Court’s sentencing commission. She has extensive training and experience in forensic assessment, and approaches each case with expertise and objectivity. 

Additionally, Dr. Veltri is approved to practice telepsychology in any state that is part of the Psychology Interjurisdictional Compact (PSYPACT; you can learn more about this here). She is telepsychology certified, having completed the Telepsychology Competencies Credential (TCC) offered by The Trust and National Register of Health Service Psychologists.

Emily N. Weber, Ph.D.

Dr. Weber is a licensed psychologist in Columbus, Ohio. She completed her doctoral degree in Clinical Psychology at Rosalind Franklin University of Medicine and Science, located outside of Chicago, Illinois. There, she conducted research focused on the role of stress and coping processes in different offender populations. She has experience working in a variety of forensic and correctional settings, and although her current work consists primarily of assessment, she previously provided treatment to inmates convicted of sex offenses as well as those with pervasive substance use disorders and serious mental illness during her predoctoral internship at the Bureau of Prisons’ Federal Medical Center Devens.

She completed her postdoctoral fellowship at Netcare Forensic Center, where she received specialized training in criminal forensic evaluations, and was hired as a full-time forensic examiner thereafter. In addition to conducting a range of criminal forensic assessments (e.g., competency to proceed, criminal responsibility, risk assessments, and Intervention in Lieu of Conviction), she is involved in the training and supervision of current fellows, and has completed numerous N-648 evaluations for various immigrant populations. She has been qualified as an expert witness in Ohio and is passionate about solving the ever-puzzling complexities that forensic evaluations present.

David J. Forman, LISW-S.

Mr. Forman is a licensed independent social worker with supervision designation in Columbus, Ohio. He completed his graduate training at The Kent School of Social Work, with a clinical emphasis, at the University of Louisville. He began his career as a Day Treatment Specialist for an outpatient community mental health center in El Monte, California. Before moving to Columbus, he earned licensure to practice clinical social work in California while gaining experience in geriatric psychiatry as an inpatient clinician in his hometown of Long Beach. As part of his education and training, Mr. Forman has gained valuable knowledge working withdiverse populations serving children, adolescents, adults, and geriatric populations with drug and alcohol problems, mental health issues, and end-of-life challenges.

Mr. Forman is currently employed as the Director of Forensic Services at Twin Valley Behavioral Healthcare, a hospital operated by the Ohio Department of Mental Health and Addiction Services, where has been employed for more than two decades. Since 2007, he has also conducted forensic evaluations for the Netcare Forensic Center. To date, Mr. Forman has completed more than 5,000 Intervention in Lieu of Conviction evaluations and has been qualified as a subject matter expert in forensic mental health. He has served on numerous state-wide committees to improve access, quality, and training in forensic mental health services.

Mr. Forman has conducted a variety of forensic trainings for community partners including criminal and probate court judges, attorneys, law enforcement, and mental health professionals. He was instrumental in creating improved reporting systems for BCI while working with the Ohio Supreme Court, implementing inpatient and outpatient competency restoration programs throughout the State of Ohio, has served as a consultant to several committee groups, and has consulted with the Ohio Supreme Court’s Criminal Sentencing Commission regarding Intervention In Lieu of Conviction since 2015.
